The laptop has only USB ports, while the DirectLOGIC DL05 programming connection uses a serial cable. Do not replace the PLC or hunt for a computer with a built-in 9-pin port. Bridge USB to serial with a supported adapter, then prove each layer before attempting an upload or download.

Rule out the quick fixes

A USB connector is not automatically a programming interface. USB and serial links use different signaling, framing, and device-driver models. A passive plug changer may fit mechanically, but it cannot perform the protocol conversion needed between the computer and the PLC cable.
