You can boot the CU310-2 with no Power Module connected.

Can I flash a new card from the Web Server without STARTER?

Yes. The Web Server on the CU310-2 (from firmware 4.4 onward) supports "Save / Restore" of the card image over the service interface X127. Point a browser at the service IP, log in (default password is on the card label), and use the "Save / Restore" tab to upload a card image. The image is provided as a *.bin file from the Siemens support portal.
